A life lived through science

Today marks the 90th birthday of Academician Telman Aliev, a prominent scientist in the field of computer science, Honored Scientist, recipient of the "Shohrat" Order, and Advisor to ANAS. Telman Abbas oglu Aliev was born on May 2, 1935, in Goranboy District of Azerbaijan. He completed his secondary education in the Goranboy full secondary school in 1943-1953, and in 1953-1958, he successfully graduated from the M. Azizbeyov Azerbaijan Industrial Institute (now the Azerbaijan State Oil and Industry University). He was assigned to the Computing Center (currently the Institute of Control Systems), where he worked as a technician, engineer, and chief engineer until 1962. Shortly thereafter, he demonstrated a profound interest in scientific research at the institution and enrolled in postgraduate studies.
In 1966, Telman Aliev defended his Candidate thesis under the supervision of Professor V. V. Solodovnikov, department head at the Bauman Moscow State Technical University. In 1977, at the age of 42, he defended his doctoral dissertation in the specialty of "Technical Cybernetics and Information Theory," and in 1985, he was awarded the title of professor. He was elected a Corresponding Member of the Azerbaijan National Academy of Sciences in 1983 and became a Full Member in 2001.
In 1982, Academician Telman Aliev was appointed Deputy Director for Science of the Institute of Cybernetics. From 1988 to 2020, he served as the Director of the Institute of Cybernetics (now the Institute of Control Systems). Since 1984, he has also worked as a department head at the Azerbaijan University of Architecture and Construction on a voluntary basis. In 1993-1998, he was the Chairman of the Expert Council of the Supreme Attestation Commission under the President of the Republic of Azerbaijan. In 1997-2001, he held the position of Academician Secretary of the Division of Physical, Mathematical and Technical Sciences of ANAS, and in 2008-2015, he was elected a member of the Presidium of the Supreme Attestation Commission. Since 2015, the Academician has chaired the D 01.121 Dissertation Council at the Institute of Control Systems.
The scientific labor of Academician Telman Aliev, a dedicated scholar, has been highly honored by our state with prestigious awards. In 2004, he was awarded the "Shohrat" Order of the Republic of Azerbaijan, and in 2009, he was granted the honorary title of "Honored Scientist." In 2015, he received the award named after Nasiraddin Tusi, and in 2018, he was awarded the international silver medal named after Academician Azad Mirzajanzade.
Academician Telman Aliev was the organizer of the Electronic Computing Machines Laboratory, established in 1959, which played a crucial role in the development of computer science in Azerbaijan. He served as its head until 1976. Furthermore, he was a member of the Board of the Informatics and Computing Technology Society of the Soviet Union and a member of the Expert Council on informatics, computing technology, and cybernetics.
The scientist is the author of several fundamental works conducted at the intersection of cybernetics, informatics, and physics. Under his leadership, an experimental version of a new-generation robust noise monitoring and control system was implemented at 300 facilities of the Bibi-Heybat Oil and Gas Extraction Department. This system provides remote diagnostics and control of deep-well oil production equipment, significantly increasing its overall profitability.
His rigorous research resulted in the development of intelligent Noise diagnostic and Noise control systems for oil wells operated by sucker rod pumps were developed, a technology for forming a set of informative attributes based on the values of the noise characteristics of noisy signals. This enabled the creation of intelligent Noise control systems for offshore platforms, drilling rigs, energy, transport, construction, medicine, and other sectors to identify the onset, development dynamics, and forecasting of accidents. Furthermore, his work led to the creation of networks of intelligent seismic-acoustic Noise monitoring stations to signal the start of changes in seismic activity by identifying the focal zone of an earthquake; Noise analysis technologies for monitoring heart conditions daily via smartphones and laptops; and intelligent Noise control and early diagnostic systems for the vibration state of compressor stations. He also demonstrated the possibility of forming informative attributes from the correlation and spectral characteristics of noise, useful signals, and cross-correlation function values. This allowed for the construction of intelligent control systems to forecast the onset of malfunctions and accidents in artesian wells, pumping stations, and heating and ventilation systems through the Noise analysis of generator wattmeter charts. Academician Telman Aliev is the author of countless inventions and innovations far beyond what can be listed here.
Since 2013, Academician T. Aliev has been a member of the editorial board of the theoretical and applied scientific-technical journal "Mechatronics, Automation, Control" (Russia), and since 2018 a member of the editorial board of the international scientific-technical journal "Problems of Control and Informatics" published in Ukraine.
Telman Aliev is the author of 586 scientific works, many of which are published in WoS indexed journals, as well as 27 monographs and 109 author certificates and patents, 30 of which are Eurasian patents. Under his scientific supervision, 37 Candidates of Science and 12 Doctors of Science have been trained.
